In terms of content, the discussions between the members of government documented therein pertain to a broad thematic spectrum, including matters of foreign, domestic and economic policy and reconstruction and the difficult relations between the Austrian government and the four great powers; there is particular emphasis on the ever-present matter of securing the basic level of nutrition for the Austrian and especially the Viennese population, on the ongoing deliberations on the Austrian State Treaty and on legislative measures to stabilize Austria’s currency. Der vorliegende Editionsband enthält die Sitzungsprotokolle Nr. 1 bis 36 des deutschösterreichischen (ab 21. Oktober 1919 österreichischen) Kabinettsrates und umfasst damit den Zeitraum vom 31. Oktober 1918, dem Tag der Angelobung des Kabinetts Renner I und der ersten Sitzung des Kabinettsrates, bis zur sogenannten 3. Länderkonferenz am 31. Jänner und 1. Februar 1919.
Als sich die deutschösterreichischen Staatssekretäre unter dem Vorsitz des Staatskanzlers Dr. Karl Renner erstmals versammelten, war der neue Staat Deutschösterreich noch kaum geboren. Kaiser Karl I. und sein letztes, am 28. Oktober 1918 eingesetztes Kabinett, das „Ministerium“ Lammasch, sollten formal noch bis zum Amtsverzicht Karls am 11. November amtieren, der Zusammentritt der Provisorischen Nationalversammlung als Vertretung „für das deutsche Volk in Österreich“ lag nur zehn Tage zurück, und die tatsächliche Ausrufung des neuen Staatswesens fand erst am 12. November statt.
Auch hatten die christlichsozialen, deutschnationalen und sozialdemokratischen Abgeordneten der Nationalversammlung, die dem Ergebnis der letzten Reichsratswahlen 1911 verhältnismäßig entsprechend zusammengetreten waren, erst am Vortag der ersten Kabinettsratssitzung den Beschluss über die „grundlegenden Einrichtungen der Staatsgewalt“ gefasst und damit zugleich den Staatsrat als parlamentarischen Vollzugsausschuss der Nationalversammlung und „Organ des Übergangs vom alten zum neuen Österreich, von der Habsburgermonarchie zur Republik Österreich“, ins Leben gerufen.
